College Transfer or University Transfer is a matter to be settled by the respective institutes or board, in question.

The candidate must get an approval letter from both sides (the college you're currently studying at and the one he wishes to get a transfer to).

If it is a matter of University Transfer, the candidate has to get the approval letter from the current university and the one he wishes to get enrolled in.
